This international manifesto formally challenges the opaque results of a major art competition, demanding rigorous audits, judicial evaluation of algorithmic entries, and the complete restoration of professional creative integrity

International Manifesto of Challenge for Transparency in Art Competitions To the attention of ethics committees, creators' federations, and cultural arbitration bodies: 
I hereby issue a formal appeal for the review, audit, and challenge of the adjudication processes in the competition of a country I shall not name—for it is already vox populi and goes without saying—by virtue of grave and systematic anomalies that violate the spirit of fair competition and demean true creators. The essence of any international competition lies in its capacity to convene the diversity of human talent under neutral arbitration and impartial results. However, the facts observed in the recent edition flagrantly shatter this principle of trust, outlining a deeply concerning distortion of artistic integrity. I base this formal grievance on two pillars of alarming irregularity: 

1. Geographical Bias and Concentration of Awards It is statistically implausible and ethically indefensible that the winners' list of a globally scoped competition should converge almost exclusively within the same geographical and civil jurisdiction of the organizing entity. 
This alarming coincidence is further aggravated by the hoarding of up to four awards in a single category by a single person. What should have been a beacon of international openness has been transformed, de facto, into a domestic benefit, harming the legitimate aspirations of creators worldwide. 

2. The Spurious Use of Artificial Intelligence Beyond local bias, we are witnessing a direct affront to the human condition of art.
 The laureled works in the cartoon and caricature category show clear evidence of automated generation via Artificial Intelligence models, completely omitting the rigor, skill, and intellectual authorship of the artist. 
Awarding mere algorithmic execution-in categories conceived for human effort and technique-constitutes not only a conceptual fraud but a usurpation of the space destined for genuine creation. Where, then, do originality, transparency, equity, and good sense remain? Petition for Immediate Measures In light of the foregoing, we formally request the competent authorities: 
• The immediate suspension of the ratification of the verdicts issued.
 • An external and independent audit to evaluate the ties between the jury, the organization, and the beneficiaries.
 • A technical forensic expert assessment of the award-winning works to conclusively determine the degree of intervention by automated generation tools. 
• The disqualification of those organizing entities that persist in opaque practices, thereby safeguarding the prestige of international calls for entry.
 International art and culture cannot remain subservient to technological simulation or cronyism. 
We await a resolution that restores the dignity and justice that this situation demands.

إلى عناية لجان الأخلاقيات، واتحادات المبدعين، وهيئات التحكيم الثقافي:

بموجب هذا البيان، أتوجه بنداء رسمي للمراجعة، والتدقيق، والطعن في آليات منح الجوائز في مسابقة أُقيمت بدولةٍ لن أذكر اسمها—لأن الأمر بات حديث العامة وغني عن التعريف (معروفاً للجميع)—وذلك بالنظر إلى وجود اختلالات جسيمة وممنهجة تنتهك روح المنافسة العادلة وتقزم المبدعين الحقيقيين .

إن جوهر أي مسابقة دولية يكمن في قدرتها على جمع التنوع الإبداعي البشري تحت مظلة تحكيم محايدة ونتائج غير متحيزة. ومع ذلك، فإن الوقائع المرصودة في الدورة الأخيرة تحطم هذا المبدأ بشكل صارخ، مما يرسم ملامح تشويه عميق ومقلق للنزاهة الفنية .

وأبني هذا التظلم الرسمي على ركيزتين من التجاوزات المثيرة للقلق:

1. التحيز الجغرافي واحتكار الجوائز

إنه لمن غير المعقول إحصائياً، ومن غير المقبول أخلاقياً، أن تنحصر قائمة الفائزين في مسابقة ذات نطاق عالمي بشكل شبه حصري ضمن النطاق الجغرافي والمدني نفسه للجهة المنظمة . وما يزيد من فداحة هذه المصادفة المثيرة للقلق هو احتكار ما يصل إلى أربع جوائز في فئة واحدة (الـكاريكاتور) من قبل شخص واحد . إن ما كان ينبغي أن يكون منارة للانفتاح الدولي قد تحول، بحكم الأمر الواقع، إلى مكاسب وتكريمات محلية داخلية، مما أضر بالطموحات المشروعة للمبدعين في جميع أنحاء العالم.

2. الاستخدام الزائف للذكاء الاصطناعي

أبعد من التحيز المحلي، فإننا نشهد إهانة مباشرة للبعد الإنساني في الفن. إذ تظهر الأعمال المتوجة في فئة الكارتون والكاريكاتور أدلة واضحة على توليدها الآلي عبر نماذج الذكاء الاصطناعي، متجاهلة تماماً الدقة، والمهارة، والملكية الفكرية الحقيقية للفنان . إن منح الجوائز لمجرد تنفيذ خوارزمي—في فئات تم تصميمها أساساً للجهد والتقنية البشرية—لا يشكل خروجاً عن القواعد ومفهوماً مخادعاً فحسب، بل يُعد اغتصاباً للمساحة المخصصة للإبداع الأصيل . فأين تذهب إذن الأصالة، والشفافية، والعدالة، والمنطق السليم؟

الالتماس باتخاذ إجراءات فورية

بناءً على ما تقدم، نطالب السلطات والجهات المختصة رسمياً بما يلي:
• التعليق الفوري للمصادقة على الأحكام والنتائج الصادرة.
• إجراء تدقيق خارجي ومستقل لتقييم الروابط بين لجنة التحكيم، والجهة المنظمة، والمستفيدين من الجوائز.
• إجراء تقييم فني وخبرة جنائية تقنية للأعمال الفائزة بالجوائز لتحديد درجة تدخل أدوات التوليد الآلي بشكل حاسم.
• إقصاء وتجريد تلك الجهات المنظمة التي تصر على الممارسات الغامضة، وذلك لحماية هيبة ومصداقية الدعوات الدولية للمشاركة.
لا يمكن للفن والثقافة الدولية أن يظلا خاضعين للمحاكاة التكنولوجية أو المحسوبيات .
 نحن بانتظار قرار يعيد الكرامة والعدالة التي يتطلبها هذا الموقف .
